Italy and its Roma - believe it or not

I still refuse to believe my eyes:

Italy’s highest appeal court has ruled that it is acceptable to discriminate against Roma on the grounds that they are thieves.

Looked at my calendar, it says 2008. Surely it must be a mistake, some freak printing accident involving some old 1930 type...
