Spot the difference

Republicans don't cut anything.
They don't reduce the size of anything.
They take their turn behind the wheel of the car, keeping it going in the same direction, but stop at different restaurants, tourist traps, and hotels. But they change nothing that matters.
Bingo. At least this is what I always suspected about most politicos.

This upcoming election promises to put a lot more of them in office than the past few years. If they don't cut some things, including repealing Obamacare, by the next go-around there looks to be a substantial third-party movement to take both major parties on.

The general tendency of any bureaucracy is to grow. Attempt to cull itself would be unnatural.

Culling itself would be a lot less painful than a mass refusal to pay taxes, followed by revolution. Seems unlikely? Unemployment in parts of California is around 22 percent.

Republicans will probably remember what happened the last time they tried to cut out federal funding for PBS after they took control of both Houses of Congress in 1994. PBS successfully fought back, rallying public support and countered the Republicans demand to "privatize PBS" with their own slogan to "privitize (vote out) Republicans", which did happen to several Republicans in the 1996 elections, most notably three term Senator Larry Pressler of South Dakota.

As for repealing Obamacare and the financial reforms etec. Good Luck. It is not likely they will have the votes for it and Republican obstructionism will help Obama win in 2012. As for the Tea Baggers, the more kooks like Sharon Angle of Nevada and Rand Paul of Kentucky get elected, the quicker they will be discredited.
