I bet the same notice is put on the men's restroom as well. The point of that one is that only in reform synagogue women get to wear tallit:

In the orthodox one it would be a mortal sin. Well, almost.

Ha, ha. Excellent. Altho I think tallit wearing women are more likely at the Kotel than in most reform synagogues. Least the ones I have been in.

In an Orthodox synagogue, she'd be lucky to escape with her life. It would be similar to suicide by cop: suicide by tallit.
