Actually there was an article somewhere displaying the current Kim with a smartphone. But of course he could have used it only to play Hungry Birds.

It probably won't. This is more than likely another "give me something or I'll misbehave some more" ploy. Only problem is it can get away from you and head in unforeseen directions.
That being true, I prefer to stick to your ""give me something" interpretation. Better a bad peace than a good war.
