Nope, they don't mean any specific female suffragist movement or anything political at all: there is no such thing as a women's political movement under Hamas rule. It's their considered medical opinion:
I believe that women are the most numerous and fastest transmitters of viral diseases and epidemics such as swine flu, and I am not making baseless accusations when I describe them as such. This is especially [true] in Arab societies like ours, which follow customs that are positive and pleasant, but are also deadly in [certain] unusual circumstances. [For example, when there is need] to make a condolence call, women emerge from every corner and flock from every direction, even from afar, and then congregate in one place. They comfort [the family] and also trade stories – this is very important to them – and spread news and rumors, but also viruses that waft through the stuffy air. Then they disperse, and many go on to perform some other duty at some other home or function hall. This is why I think women are the fastest transmitters of epidemics. This is by Issam Shawer, a columnist in the Hamas daily Falastin.
Yorker, a Commentator's author, says about that:
Imagine if the leading outlet associated with Israeli premier Benjamin Netanyahu had featured an article replete with misogynystic prejudices about women being responsible for spreading disease across Israel. No, Yorker - no way: Bibi, like any other healthy Israeli male, values his current state, including intact appendages.
Me too.

Ah, those wily A-rabs. They get away with it all, don't they. Who else could get women all to wear the same outfit?
Well, we have some of that too, not to forget.
Some finely distilled arseholery there.
Finely perfumed, too.
h if I want an arabic perfume I'll get some Amouage. Parfum de Hamas has too any faecal notes for me!
One get used to these notes after a while, addiction cases have been known too.
